Este mod adiciona um novo personagem jogável ao GTA: Vice City — Barack Obama, o 44º Presidente dos Estados Unidos. O modelo é feito levando em consideração o estilo original do jogo e substitui a aparência padrão de Tommy em um terno azul (player2.dff). A modificação é adaptada para a versão móvel do jogo (Android) e requer habilidades básicas no manuseio de arquivos .img e .txd. A instalação é feita manualmente usando o ES File Explorer, IMG Tool e TXD Tool.
